Many thanks to the organizers and the hosts of the Global Forum and the special invitation to provide for a statement for the plenary session and ministerial workshop. Further, we welcome the opportunity to listen and learn from the guest participants, speakers and experts. We will be brief and synthesize in 10 points some key lessons we wish to table, based on our experiences and studies in this field at this juncture. Before presenting the synthesis bullet lessons, let me note that the World Bank has been involved in hundreds of projects in scores of countries in all sectors, with the aim to help countries combat corruption. The World Bank has been very proactive in this area for over 5 years already. Indeed, following the mid-nineties, with the new leadership at the Bank under President Wolfensohn, we received an important mandate to work in this area. This, complemented with the emerging evidence at hand then, which established that controlling corruption was a major developmental imperative ? not just an ethical or moral issue ? gave impetus to the Bank?s work on governance and anti-corruption. Corruption causes poverty, inequality and underdevelopment. Anti-Corruption and good governance can therefore deliver an enormous developmental dividend. Some countries have had some successes in this area, others have not. The same apply to World Bank projects supporting countries in their anti-corruption efforts. We try to learn from the successes, failures and mistakes. And we have also put together a major databank on governance, because with the major statistical advances and new empirical tools governance and corruption can be measured and monitored. This permits analysis and also through transparency it empowers reformists in government and civil society.
