Excerpt: Tn November 2004, the FAO Council adopted the Voluntary guidelines to support the progressive realization of the right to adequate food in the context of national food security. The voluntary guidelines provide a tool to facilitate governments? efforts to realize the right to adequate food and nutrition. The right to adequate food is one of several human rights recognized by the International Covenant on Economic, Social and Cultural Rights that are considered to be binding in international law for States having ratified the Covenant.
