Excerpt: Over the past three decades, researchers have examined the impact of recidivism. For example, one study showed that in 1997, only 44 percent of persons under state supervision successfully completed their term of supervision compared with 70 percent in 1984. Moreover, police arrested a high percentage of these individuals for new felonies.4 Over 10 years earlier, a study in Los Angeles County concluded that recidivism rates for high-risk offenders ranged between 50 and 75 percent, 5 while a Philadelphia study conducted nearly 30 years ago found that 7 percent of the criminal population committed approximately 70 percent of all violent crime.6.
